1. Solvent-(F001-F005) and dioxin-(F020-F023 and F026-F028) containing soil and debris from CERCLA response or RCRA corrective actions.

2. Soil and debris not from CERCLA response or RCRA corrective actions contaminated with less than 1% total solvents (F001-F005) or dioxins (F020-F023 and F026-F028)

3. All soil and debris contaminated with First Third wastes for which treatment standards are based on incineration.
Aug. 8, 1990.
4. All soil and debris contaminated with Second Third wastes for which treatment standards are based on on incineration.
June 8, 1991.
5. All soil debris contaminated with Third Third wastes or, First or Second Third “soft hammer” wastes which had treatment standards promulgated in the Third Third rule, for which treatment standards are based on incineration, vitrification, or mercury retorting, acid leaching followed by chemical precipitation, or thermal recovery of metals; as well as all inorganic solids debris contaminated with D004-D011 wastes, and all soil and debris contaminated with mixed RCRA/radioactive wastes.
