§ 799. Vesicular Stomatitis (VSV) -- Entry Requirements for VSV Susceptible Animals.
(a) As defined in subsection (b)(1)(A), all animals susceptible to VSV are prohibited to enter the State if they have been exposed to VSV or were present at a VSV confirmed premises during the 14 days prior to shipment, or at a VSV suspect premises, unless authorized by the Department in accordance with subsection (d) below. A VSV suspect premises is a premises under State investigation due to the presence of one or more susceptible animals reported to have clinical signs consistent with VSV including but not limited to vesicular lesions on the tongue, lips, oral and nasal mucosa, teats, prepuce, or coronary bands.
(b)(1) In addition to the requirements of section 830.3, prior to entering the State, a Certificate of Veterinary Inspection must accompany an animal, certifying that the animal is free from evidence of VSV and was inspected within 7 days prior to shipment, which means loading animals for purposes of transportation, if:
(A) The animal is susceptible to VSV, defined as belonging to a species known to be vulnerable to infection by VSV. Susceptible species are all of the following: equine, bovine, porcine, caprine, ovine, cervidae, and camelidae; and
(B) The susceptible animal originated from or was unloaded in a state where VSV has been diagnosed, within the prior 30 days.
(b)(2) This requirement does not apply to susceptible animals moving directly to a state or federally licensed slaughter facility to be slaughtered within three (3) calendar days of arrival.
(c) In addition to the requirement of this Section, VSV susceptible animals moving into the State must meet all other entry and permitting requirements for the species of animals pursuant to Chapter 2, Division 2, Title 3, of the California Code of Regulations, for the purposes of animal disease traceability.
(d) The Department may authorize importation of animals from any area when restrictions as specified by the State Veterinarian are determined adequate to protect against the introduction of VSV.
(e) The requirements as provided in subsection (b)(1) are no longer required for VSV susceptible animals entering the state of California 30 days from when the last quarantine is released in the state where VSV had been previously diagnosed.
