15 CCR § 1831
§ 1831. Needs Assessment Study.
Any county or regional consortium of counties intending to construct a local youthful offender rehabilitative facility or expand the rated capacity of a current facility shall complete a needs assessment study pursuant to Title 24, CCR, Part 1, Chapter 13, Section 13-201(c)2. The needs assessment study shall be submitted with the proposal.
