§ 18946.1. Exception -- Valuation of Gifts: Passes and Tickets.
(a) Unless otherwise indicated herein, the value of a ticket is the fair value of the ticket. A ticket has no reportable value unless it is ultimately used or transferred to another person.
(b) The value of a pass is determined as follows:
(1) For purposes of disclosure and the gift limits, the value of a pass is equal to the fair value of an individual one-time admission multiplied by the actual use of the pass by the official and any other individuals who are admitted with the pass up to the face value of the pass.
(2) For purposes of disqualification, the value of a pass is the fair value. If the official returns the pass before the decision, the value is the actual use of the pass made prior to the decision, as provided in subdivision (b)(1).
(3) A pass has no reportable value unless it is ultimately used or transferred to another person.
