§ 30520. Definitions.
“Academic Year” means July 1 to June 30 inclusive. The starting date of a session shall determine the academic year in which it is included.
“Applicant” means a student currently Enrolled, or who is interested in enrolling, in a professional preparation program leading to a preliminary teaching credential or a pupil personnel services credential at an Institution and is interested in participating in the Golden State Teacher Grant Program.
“Application” means an application submitted by a student to the Commission for a Program award.
“California Preschool Program” means a state-funded or federally funded preschool program in California, including California state preschool programs, tribal preschool programs, and Head Start programs.
“Commission” means California Student Aid Commission.
“Eligible Applicant” means a student who has submitted an Application and has been verified as eligible to participate in the Program by their Institution, including that the student has enrolled, or applied for enrollment, on or after January 1, 2020, in a professional preparation program leading to a preliminary teaching credential or a pupil personnel services credential.
“Enrolled” means a student who has officially accepted an offer to enroll in a professional preparation program at an Institution.
“Institution” means either of the following: (1) a qualifying institution, as defined in subdivision (l) of section 69432.7 of the Education Code, that operates a professional preparation program leading to a preliminary teaching credential or a pupil personnel services credential, as described in subdivision (a) of section 69617 of the Education Code, or an educational entity that operates a professional preparation program approved by the Commission on Teacher Credentialing (CTC) with a Main Campus Location or Administrative Entity in California, including professional preparation programs operated by local educational agencies; or (2) a private postsecondary educational institution that exclusively offers on-line courses to California residents, and otherwise meets the requirements of Education Code section 69617.5 as determined by the CTC.
“Main Campus Location or Administrative Entity” means the Institution's sole or primary teaching location, or administrative entity, the duties of which include, but are not limited to, receipt and distribution of financial aid, student enrollment or registration, and academic advising.
“Maximum Award” means either of the following:
(a) a grant payment of up to $20,000 to an Eligible Applicant Enrolled, or who has applied for enrollment, in a professional preparation program leading to a preliminary teaching credential or pupil personnel services credential at a qualified institution as described in subdivision (a)(1) of Education Code section 69617. The maximum award may be disbursed in more than one Academic Year, as long as the total amount of funds granted to an Eligible Applicant does not exceed $20,000. The maximum award shall be based on the Cost of Attendance as defined in subsections (c) and (d).
(b) a grant payment of up to $10,000 to an Eligible Applicant Enrolled in a professional preparation program leading to a preliminary teaching credential or pupil personnel services credential at a qualified institution as described in Education Code section 69617.5. The maximum award may be disbursed in more than one Academic Year, as long as the total amount of funds granted to an Eligible Applicant does not exceed $10,000. The maximum award shall be based on the Cost of Attendance as defined in subsection (c).
(c) “Cost of Attendance” for an Eligible Applicant Enrolled in a qualifying institution, as defined in subdivision (l) of Section 69432.7 of the Education Code or as determined pursuant to Section 69617.5 of the Education Code, or a non-qualifying institution means the costs to attend the Institution as determined by the Institution for the Eligible Applicant according to federal financial aid methodology for the Academic Year.
(d) “Cost of Attendance” for an Eligible Applicant Enrolled in a teaching preparation program approved by the Commission on Teacher Credentialing with a Main Campus Location Or Administrative Entity in California, including professional preparation programs operated by local education agencies in California, means the program costs charged to the Eligible Applicant, tuition and any associated fees, housing, food, books, transportation, and personal expenses for an Academic Year. The Commission will use its Standardized Student Expense Budget to determine the Eligible Applicant's “cost of attendance.”
“Pre-Enrollment Conditional Award Notice” means a Commission notice of an estimated award to an Applicant. The estimated award shall be conditioned upon the prospective student's submittal of a formal Application, enrollment in a professional preparation program, and verification of eligibility and award determination by the Institution.
“Pre-Enrollment Grant Eligibility Determination” means an Institution notice of an estimated award to an Applicant. The estimated award shall be conditioned upon enrollment in a professional preparation program and verification of eligibility and award determination by the Institution.
“Priority School” means a California elementary or secondary school with 55 (fifty-five) percent or more of its pupils being unduplicated pupils as defined in subdivision (b) of California Education Code § 42238.02. The Commission, in coordination with the California Department of Education, shall publish a list of priority schools by April 15 of each year.
“Program” means the Golden State Teacher Grant Program as described in Education Code section 69617.
“Standardized Student Expense Budget” means the annual cost of attendance developed by the Commission as required by Education Code section 69432.9(b).
(a) A Standardized Student Expense Budget is developed for three categories of students based on where they live: students living with parents, student living on campus, and students living off campus.
(b) All three Standardized Student Expense Budgets are calculated with the following costs:
(1) Tuition and Fees (as determined based on the institutional charges for the program the student attends);
(2) Books and Supplies (determined by the Commission through the semi-annual Student Expenses and Resources Survey (SEARS) as described in subdivision (c));
(3) Food (for students living on campus, as determined based on institutional charges for the program the student attend; for all other students, as determined by the Commission through the semi-annual SEARS as described in subdivision (c));
(4) Housing (for students living on campus, as determined based on institutional charges for the program the student attend; for all other students, as determined by the Commission through the semi-annual SEARS as described in subdivision (c));
(5) Transportation (as determined by the Commission through the semi-annual SEARS as described in subdivision (c));
(6) Personal Expenses (as determined by the Commission through the semi-annual SEARS as described in subdivision (c));
(7) Child/Dependent Care (reasonable expenditures based on documentation provided by the student); and
(8) Loan Fees (for student loans borrowers, the actual or average loan origination and insurance expenses).
(c) Amounts for food, books and supplies, off-campus housing, transportation, and personal expenses are calculated by the Commission using the results of the SEARS. The SEARS is conducted on a semi-annual basis. The SEARS includes all CSU and UC campuses and a regional sampling of community colleges and private colleges and universities. For any institution with fewer than 1,500 students, all students are surveyed. For institutions with more than 1,500 students, a representative sample of 1,500 students are surveyed. In years when the SEARS is not conducted, the budget amounts for the expenses calculated based on the SEARS are adjusted based on the California Consumer Price Index.
(d) For academic year 2022-23, the current Standardized Student Expense Budget can be found at: https://www.csac.ca.gov/post/student-expense-budget. For academic years 2023-24 and 2024-25, pursuant to subdivisions (b) and (c).
“Service Agreement” means an Eligible Applicant's signed certification acknowledging and agreeing to comply with the terms of this Program as defined in statute and this Article. The agreement will include the Eligible Applicant's name, contact information (including address, phone number, and email address), the name of the program the Eligible Applicant is Enrolled in, the grant amount the Eligible Applicant is deemed eligible for, and the terms and schedule of the Eligible Applicant's potential repayment obligation.

History
1. New article 12.5 (sections 30520-30527) and section filed 2-10-2022 as an emergency; operative 2-10-2022 (Register 2022, No. 6). A Certificate of Compliance must be transmitted to OAL by 8-9-2022 or emergency language will be repealed by operation of law on the following day.
2. Assembly Bill 181 (Stats. 2022, Ch. 52, Sec. 97) amended Education Code section 69617 to change the effective period of emergency regulations adopted pursuant to Education Code section 69617(g)(1). Pursuant to Education Code section 69617(g)(2), a certificate of compliance must be transmitted to OAL by 6-30-2025 or the language adopted in the emergency order of 2-10-2022 will be repealed by operation of law on the following day (Register 2022, No. 29).
