§ 30003. Definitions.
Words shall have their usual meaning unless the context or a definition clearly indicates a different meaning. For the purpose of the regulations contained in this Division, except those in Chapter 7, the following words are defined:
(a) Additional Commitment. A commitment made subsequent to the original commitment and prior to release on parole from the original commitment.
(b) Board. Board of Juvenile Hearings.
(c) Board Representative. Case hearing representative who assists the Board in its case hearing functions or the administrative representative appointed by the Board.
(d) Chairman. Chairman of the Board.
(e) Contraband. Any substance or material which a ward is prohibited from possessing.
(f) Department of the Youth Authority. “Department” and “Youth Authority” mean the Division of Juvenile Facilities.
(g) Director. Director of the Division of Juvenile Justice.
(h) DDMS (Disciplinary Decision Making System). A process which ensures wards the right to due process in disciplinary matters.
(i) Division. Division of Juvenile Justice.
(j) Expiration Date by Age. A date fixed generally on a birthdate beyond which Youth Authority jurisdiction may not extend.
(k) Expiration Date by Offense. A date fixed based upon the maximum sentence for an offense an adult could receive if not committed to the Youth Authority, beyond which Youth Authority jurisdiction may not extend.
(l) Inmate. Person sentenced to the Department of Corrections and referred to the Youth Authority for housing.
(m) Juvenile Court Law. Chapter 2 of Division 2 of the Welfare and Institutions Code.
(n) Juvenile Justice System. Police, courts, and correctional agencies involved in the processing of minors who may be subject to the jurisdiction of the juvenile courts.
(o) Member. Person appointed to the Board by the Governor subject to confirmation by the Senate.
(p) New Commitment. A commitment to the Youth Authority without any current status as a Youth Authority ward.
(q) Parole. Conditional release of an offender from a correctional institution to the community.
(r) P.C. California Penal Code.
(s) Program manager. A person responsible for the management of a program in an institution, camp, or parole region.
(t) Recommitment. A commitment made by a court back to the Youth Authority when the ward is on parole.
(u) Superintendent. Chief administrator of an institution or camp.
(v) Waiver. Voluntary, knowing, and intelligent decision by a ward to forego one or more of the rights accorded him.
(w) Ward. See Youth.
(x) W & I Code. Welfare and Institutions Code.
(y) Youth. Youthful offender who is committed to and under the custody and supervision of the Division. This definition shall also apply to contract and out-of-state cases for the period of time they remain in custody of the Division.
(z) Youth Authority Act. Chapter 1 of Division 2.5 of the Welfare and Institutions Code.
(aa) Youthful Offender Parole Board. See Board.
(bb) Youth Authority Jurisdiction. The total period of time (including time on parole) a person committed to the Youth Authority is subject to the control of the Department.
