(a) The State Veterinarian may impose a quarantine pursuant to Food and Agricultural Code section 9562 if the requirements as specified in this article have not been met, or to amend the requirements for entry into or movement within California in response to a change in disease status in any location, state, territory or country as determined by the State Veterinarian.

(b) In addition to meeting all applicable requirements of this article, all livestock moved must be moved in compliance with all applicable livestock disease programs of the USDA, and the Department pursuant to Title 3, California Code of Regulations, Division 2, Chapter 2, Article 1.5 (commencing with section 751), Article 12 (commencing with section 820), and animal disease traceability pursuant to Article 14 (commencing with section 830).

(c) Any person transporting livestock into or within California shall produce official documents upon request by the Department or other officials to prove that the requirements of this article are met. Official documents include a Certificate of Veterinary Inspection pursuant to Title 3, California Code of Regulations, section 830.3, or other documents approved by the Department for movement or livestock disease traceability purposes, and an Interstate Livestock Entry Permit pursuant to Title 3, California Code of Regulations, section 830.4, when required, with supporting documentation, for each load or part of a shipment. Livestock in any load or part of a shipment may be inspected en route or after arrival.

(d) No person may move livestock or receive livestock moved unless the livestock meet all applicable requirements of this article.

(e) Certain conditions of livestock must be reported to the Department within specified timeframes, pursuant to section 9101 of the Food and Agricultural Code and Title 3, California Code of Regulations, section 797. The List of Reportable Conditions for Animals and Animal Products may be obtained by contacting the Department, or by accessing the Department's Internet website at http://www.cdfa.ca.gov.

(f) Exceptions. Any exceptions to this regulation shall have approval by the Department prior to movement. All exceptions shall be evaluated on a case-by-case basis and the following factors, at a minimum, shall be considered before approval of any exceptions:

(g) All costs of movement, including but not limited to identification, pre and post entry disease testing, and vaccination of cattle and bison shall be borne by the owner.
