The City need not be represented by counsel at the hearing on a charging document. The City's right to be represented by counsel at the hearing is waived unless the City notifies the court and the defendant of its election to be represented by counsel. Absent extraordinary circumstances, such as lack of notice to the prosecutor that the defendant will be represented by counsel, the City must notify the court at least ten calendar days before the hearing date, or within ten calendar days of receipt of notice that the defendant will be represented by counsel, whichever is later.
