Rule 14. Consolidation; Applicable Rules
(a) Civil and criminal cases based on the same conduct or otherwise related in their commission may be consolidated at any point in the proceedings on motion of a party or on the court's own motion.
(b) At the trial of any consolidated case, the rules governing the criminal case apply, except that the civil case must be tried to the court, and the standard of proof in the civil case is a preponderance of the evidence.
