Rule 20. Record; Summary Transfer
(b) Where it appears that the record of the hearing is insufficient, the trial court must summarily transfer the entire file to the superior court for a trial de novo. In a case under this rule, no appellate memorandum is required. Upon receipt of the file, the superior court must notify the parties with instructions as to further proceedings.
