Rule 18. Preliminary Orders and Writs
No preliminary order or writ shall be signed by a judge of this court before the petition or complaint praying for same is filed with the clerk. On filing, the clerk shall cause the file to be delivered to the judge of the division to which the case has been assigned for consideration of the preliminary order or writ.
