17C A.R.S. City Ct.Local Prac. and Proc.Rules, Phoenix, Rule 2.19
Rule 2.19. Default
A. If the defendant fails to appear as required, the allegations of the citation or complaint shall be deemed admitted, and the court shall enter judgment for the state and impose a civil sanction.
B. If it appears from the face of the citation or complaint that the defendant was in the active military service, no default judgment may be entered. In such case, the court may notify the defendant's commanding officer, if known, of the defendant's failure to appear.
