(a) The Clerk of the Court shall each week prepare a Probate Calendar on which shall be entered all probate matters, and said Calendar shall be called on each Monday at 9:30 a.m., and all probate matters not reached on said day shall go over until the next Monday and take precedence on the Probate Calendar for that day; provided, however, that the Court may order any probate matter to be set for hearing at any time.

(b) All probate proceedings must be brought to a close without unnecessary delay, and if it appears to the Court that proceedings in any estate are being neglected, the Court may, upon its own motion, cause such citations or other process to issue as in its judgment may be necessary to insure a speedy disposition and settlement of such matter.
