When an ice plant is to be constructed or remodeled extensively, or when an existing building is to be converted for use as an ice plant, plans and specifications for such construction, remodeling or alteration shall be submitted to the Health Authority for approval before actual construction begins. These plans and specifications must show layout, arrangement and construction materials of work areas and the location, size and type of fixed equipment and facilities and will include isometric drawings of all water lines, sewer lines and other plumbing.

Written approval shall be obtained from the Health Authority prior to letting any contract for the work or beginning any construction.
