235.18.1-224-25-14. Construction Trades Training Grants for Secondary Schools
A. ORGANIZATION AND ADMINISTRATION
I. The Arkansas Contractors Licensing Board (“Board”) shall administer the Construction Trades Training Grants for Secondary Schools within the policies set by the Board. All formal communications shall be addressed to or signed by the Administrator of the Board.
II. The final responsibility for setting selection criteria and choosing the grantees shall rest with the Board.
III. The following rules and regulations shall govern the Construction Trades Training Grants for secondary schools offering construction training programs.
B. GRANT ELIGIBILITY CRITERIA
To be eligible to receive a Construction Trades Training Grant, a Secondary School must meet the following requirements:
A. The program must be offered by an Arkansas public secondary school.
B. Only construction related programs and coalitions of such programs will be approved for grant funding. The list of programs includes but is not limited to the following: Welding, Plumbing, Carpentry, Equipment Operator, Laborer, Sheet Metal Working, Electrical, Ironworker, HVACR Mechanic, Boilermaker, Painting, Glazing, and Insulation Worker
C. In determining whether to issue a grant to a qualified public secondary school, the Board will consider the following factors. Other factors not listed may considered based on the Board's discretion.
1) Will the proposal attract secondary students to careers in the construction industry?
2) Will the proposal give useful training to the students?
3) Will there be any matching federal/state/local/private funds to further achieve the goals of the grant request?
4) Will the grant serve as “seed money” or will there be a perceived need for ongoing funding from the Board in future years?
C. APPLICATION PROCESS
I. Application
The application form can be obtained from the Arkansas Contractors Licensing Board staff. The deadline will be established by the Arkansas Contractors Licensing Board.
II. Minimum Standards
Monies for this program are available to qualified construction programs only, as determined by the Board.
III. Submission of Applications
All programs offering construction industry training in Arkansas public secondary schools and coalitions of such programs may apply for grant funding.
D. AWARD PROCESS
I. The Arkansas Contractors Licensing Board shall have the discretion to determine which programs will receive the grant funding based on the Board's objectives to advance training and education in the construction industry.
II. The Board shall have the discretion to determine which grant applications to fund and to set the specific amount of each grant.
E. GRANT PAYMENT POLICIES
I. Arkansas Construction Trades Training Grants for Secondary Schools are not automatically renewable. Programs must apply each year and the Board has the discretion to determine which grants will be awarded, if any.
II. The grant funds shall be used only for the advancement of construction related training and education. Grant funds shall only be used as set out in the applicants grant request, as approved by the Board
III. The Arkansas Contractors Licensing Board has the right to review and revisit its determination to distribute grant funds at any time.
IV. All grant recipients must agree to provide a complete accounting of all grant funds expended at the request of the Board.
SUMMARY: In its Budget Appropriation, Act 250 of 2009, the Arkansas Legislature gave the Contractors Licensing Board the authority to issue grants to Construction Trades Training Program in Arkansas secondary schools. This regulation sets out the procedures and restrictions in distributing the grants to such construction related programs in secondary schools Arkansas.
